Who can provide a consulting client in a bankruptcy?

If a lawyer is licensed circuit in Massachusetts, Maine, or, first, in both, and the lawyer was at 1 Cirucit Federal Republic were admitted to the bar, the lawyer representing a client in a bankruptcy hearing, as in a meeting of creditors and filing chapter 7 forms in New Hampshire. Does the lawyer have to be first licensed by the NH Bar?

As long as the lawyer was admitted in the federal courts by some state practice, it may represent bankruptcy clients in other federal district or state.
