What is the best debt consolidation / counseling center, or the best rated one, not that your credit does not hurt?

I have serious credit card debt, and would like to consolidate entries, or use a service to me free some money in your monthly budget. I am very good with the payment of them never too late, always pay more than minimum, but I can not do a debt consolidation loan because my debt to income ratio too high (although I try to consolidate that debt too). Who ever use any service that really helped them, or know a highly rated one? I am trying everything that my credit report is violated, as to avoid bankruptcy … also if you know that each lender to be ready, someone would help in my situation, please let me know! Thank you!
