I just moved to NY, only about six miles from the PA border, but five hours from the county I would be filing in. Can I still file even if my address is in New York?

You are NOT in a ‘different state’. Bankruptcy is governed by FEDERAL law. You ARE a resident of NY and would file IN the state of NY. PA is totally irrelevant.
