In a bankruptcy, the government is not bound by the automatic stay?

If a party is alleged a claim against the government, doesn't the government relief due to the automatic stay lift before they can collect on the alleged debt? This was a Chapter 7 Consultation May 2005. The Debt in question is taken for student loans in the 1980s .. There were no objections appearance or by any government agency at the hearing, 341, But now, 18 months after the dismissal of the Ministry of Education has included library.
