A very good philosophical question, which was as if the Constitution was written. The general idea is that some things should be uniform throughout the country while some things, more local in nature, should be left to the states. And the trend is that most things are local and should the States to decide. So the things that Congress has the right to regulate, exclusively, watch, and in particular Article 1 § 8 of the Constitution.
